Black Jack Bitumen Paint Drying Time

Hi I have had my parquet floor lifted, the parquet floor in places was rotten. We have had a bitumen compound painted on to the floor, it has now been 10 days and the bitumen is still tacky. So can not lay the new concrete floor, can anyone tell me what is causing the bitumen not to dry, also want can I do to correct this. Apply by brush or spray. A minimum of two coats of EVERBUILD® BLACK JACK® 901 BLACK BITUMEN PAINT should be applied. The first coat should be allowed to dry (normally 2-4 hours depending on weather conditions) before the second coat is applied.

Hi Fellas, had some good tips on the chippy forum but this topic has nothing to do with chippy stuff.
JackJust moved house and replacing the carpets, one of which will fit nicely into the garage.
There are small patches of under the DPC level where the brick meets the slab - these get bigger when it rains and dry out completely in the summer - so no real issue.
Only problem is it'll make the carpet damp and it'll go mouldy in the wetter months so I'm looking at painting the slab and up to DPC with Blackjack type bitumen paint.
